Probably turned out to be sod all.

I remember Liscard Way being closed off a few years ago, and the whole fire service parade being mobilised to a spillage of....talcum powder. Some years later we requested a specialist chemical unit to attend a house in New Brighton because a tiny amount of what looked like mercury had been found under the floorboards.

Health and Safety is all very well, but alongside that and the fear of litigation an institutional reluctance to exercise early decision making has developed within the emergency services.
