Council workers are turning Wirral road into car park

I AM writing with some hope of getting a message over.
I live In Rappart Road, Wallasey, opposite the town hall.
My problem is that whenever I have been out in the daytime, coming back to park my car anywhere near my house is impossible as town hall staff seem to use our residential spaces as their personal car park!
There are four car parks in the area and a main road for staff to park in.
So why do they need to take up spaces outside people’s homes?
And I know it's a public road, but please be courteous and not park outside our homes.
I have looked into resident-only parking permits but it would cost us all £75 to set up, if it’s allowed, then £10 per year afterwards.
