I respond to your article in April 11 Globe regarding dogs to be subject to a 'dog exclusion orders' which may ban dogs from public parks.

Enquires made by Cllr Dave Mitchell reveal that other Authorities have used similar powers.

Limiting the area where dogs are allowed to walk will not reduce Dog Fouling.

I have canvassed 152 Local Authorities and what is categorically clear, 'Awareness and Enforcement Campaigns' are a waste of time and money.

Nowhere in the UK did an 'Awareness and Enforcement Campaign' proved to be successful in reducing the levels of Dog Fouling.

Some novel ideas have been used by other authorities, spraying dog mess with pink paint!, sticking flags in dog mess, Bin it and Bag it-Scoop it up or else, all novel but still unsuccessful.

Other tactics include, observation vans, CCTV cameras, officers in plain clothes, out-of-hours patrols by dog wardens and increasing staff who can issue Fixed Penalty Notices, all ended in failure.

Others used press announcements - 'crackdown', 'zero tolerance', 'Enough is Enough' designed to terrify Dog Walkers, but still they failed to stem the flow of dog faeces.

The reason and the answer is staring us in the face. A dog will defecate in public places until it is trained to do otherwise.

Until irresponsible dog owners become responsible owners and toilet train the dog nothing will change.
