CAN Wirral Council tell the general public, and me, what we are expected to do when 'nature calls'? Wanting to 'spend a penny' is a natural function that is not controlled by time.

What are visitors to do, having come to spend the day here on the beach with their children, when a toilet is needed? Are we to follow the Greeks and suddenly find two footprints and a hole in the road? Goodness me, have the decision makers in the council gone completely mad? I am utterly gobsmacked.
