THERE appears to be a frightening literacy crisis among Wirral residents, which other readers of your newspaper may have noted.

A good number of the peninsula’s residents appear not to be able to read notices such as ‘no entry’, ‘no vehicles’, ‘no littering’ and ‘no dog fouling’.

Even when accompanied by diagrams these notices go unheeded up and down the borough.

Is the inability to read or to comprehend simple instructions now so endemic that all hope is lost?

Or is it rather and more worryingly, symptomatic of the trend set by our current Government which seems to view rules and regulations as applying to everyone else but them?
