WIRRAL is now a hung council after a second Labour councillor resigned the whip.

Bebington's Cllr Kath Shaughnessy wrote to Labour bosses after Monday's council meeting to officially resign the whip.

Cllr Shaughnessy announced last month that she would vote according to her conscience until she retires in May.

The move followed a row over Labour's plans to cut the highways budget.

Just before Christmas Egerton councillor Colin Dow declared himself independent after disciplinary action was taken against him.

Cllr Shaughnessy's decision means that there are now 32 Labour councillors and 34 who are Conservative, Liberal Democrat or Independent.
