ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14 THE M53 MOTORWAY (JUNCTIONS 2-1 NORTHBOUND & SOUTHBOUND CARRIAGEWAYS AND ENTRY & EXIT SLIP ROADS AND LINK ROADS)

(TEMPORARY PROHIBITION AND RESTRICTION OF TRAFFIC) ORDER 2017

NOTICE IS HEREBY GIVEN that Highways England Company Limited (Company No. 09346363) has made an Order on the M53 Motorway in the Borough of Wirral in the County of Merseyside to enable renewal of the vehicle restraint system and upgrading the existing barrier to a steel deformable fence, renewal of street lighting, pavement works and other general maintenance works, to be carried out in safety, (a) The Order will impose a 50 mph speed restriction on the following sections of the M53 Motorway:

(i) from the start of the eastbound carriageway of the Moreton Spur link road, to the point where the M53 northbound and southbound entry slip roads leave at junction 2;



(ii) the southbound entry slip road at junction 2, from where it leaves the northbound entry slip road at junction 2, to the first point where it joins the southbound carriageway;



(Hi) the eastbound entry slip road at junction 2a;

(iv) the southbound carriageway from a point 470 metres north of the centreline of Fender Lane Bridge, to a point 200 metres south of the centreline of Upton Road Bridge;



(v) the northbound carriageway from a point 150 metres north of the centreline of Woodchurch North Bridge, to the last point where the exit slip road at junction 2 leaves the carriageway;



(vi) from the last point at which the northbound exit slip road at junction 2 leaves the carriageway, to a point 570 metres north of the last point where the exit slip road leaves the carriageway at junction 2;



(vii)the northbound entry slip road at junction 3. (b)The Order will ban all traffic from the following sections of the M53 Motorway:

(i) the northbound carriageway between junctions 2 and 1 from the last point at which the exit slip road at junction 2 leaves the carriageway, to the end of the M53 Motorway;



(ii) the southbound carriageway between junctions 1 and 2, from the start of the Motorway, to the first point at which the entry slip road joins the carriageway at junction 2;



(iii) the northbound carriageway from the last point at which the junction 1 exit slip road leaves the carriageway, to the first point at which the A5139 eastbound carriageway joins the A59 eastbound carriageway;

(iv) the southbound carriageway through junction 1 from the last point at which the A59 southbound exit slip road leaves the carriageway at the start of the M53 Motorway, to the first point at which the southbound entry slip road at junction 1 joins the carriageway;



(v) the northbound carriageway through junction 2, from the last point at which the exit slip road at junction 2 leaves the carriageway, to the first point at which the junction 2 northbound entry slip road joins the carriageway;



(vi) the southbound carriageway through junction 2 from the last point at which the exit slip road at junction 2 leaves the carriageway, to the first point at which the entry slip road at junction 2 joins the carriageway.



(c)The Order will ban all traffic from the following sections of the M53 Motorway slip roads:

(i) the northbound exit slip road at junction 1;



(ii) the M53 northbound to the A5139 eastbound slip road at junction 1;



(iii) the A5139 westbound to the M53 southbound slip road at junction 1;



(iv) the southbound entry slip road at junction 1;



(v) the northbound entry slip road at junction 2 from where it leaves the southbound entry slip road at junction 2, to the first point at which it joins the M53 northbound carriageway;



(vi) the southbound entry slip road at junction 2, from where it leaves the northbound entry slip road at junction 2, to the first point at which it joins the M53 southbound carriageway;



(vii)the southbound and northbound exit slip road at junction 2; (viii)the eastbound and westbound Moreton Spur Link Road. (d)The Order will allow the hardshoulder adjacent to the following sections of carriageway of the M53 Motorway to be used as running lanes:-

(i) the southbound carriageway from a point 115 metres north of the first point at which the entry slip road at junction 2 joins the carriageway, to the centreline of Upton Road Bridge;



(ii) the southbound entry slip road at junction 2, from a point



500 metres north of the first point at which the slip road joins the southbound carriageway, to the first point at which it joins the southbound carriageway;

(iii) the northbound carriageway, from the centreline of Upton Road Bridge, to the last point at which the exit slip road at junction 2 leaves the carriageway;



(iv) the northbound exit slip road at junction 2, from the last point at which the slip road leaves the carriageway, to a point 370 metres north of the last point at which the exit slip road at junction 2 leave the carriageway.



A 50 mph speed limit will be in force on the hardshoulder when being used as a running lane.

Prohibitions (b) are expected to take place overnight between 2200 hours and 0500 hours (continuing to 0700 hours on Saturday and Sunday mornings), during a period starting on Thursday 16 February 2017 and ending on Friday 31 March 2017. However, works may start and continue between the same times on subsequent nights or continue until completed. Restrictions (a) and (d) and prohibitions (c) are expected to take place overnight between 2100 hours and 0500 hours (continuing to 0700 hours on Saturday and Sunday mornings), during a period starting on Thursday 16 February 2017 and ending on Friday 31 March 2017. However, works may start and continue between the same times on subsequent nights or continue until completed.

Diversion routes via alternative junctions of the M53 Motorway and local roads will be well signed.

The restrictions will not apply to emergency services or special-forces vehicles. The prohibitions will not apply to emergency services, works, winter maintenance, or traffic officer vehicles. The prohibitions and restrictions will only apply during such times and to such extent as will be indicated by traffic signs.
