Council is cause of litter
WHILE Wirral Council is fining individuals for littering, it is itself responsible for significant offending.
Over a period of several months litter bins have been full to overflowing in New Brighton and Wallasey.
Until the council gets its own collection operation in order I think the fining regime should be suspended.
