WIRRAL Council has a cavalier way of using the word 'club'.
Apparently all of us who have been forced to pay to have our brown bins emptied have joined the 'Wirral garden waste CLUB'.
Any club I have ever joined has been voluntary – not a Pay Up Or Else Club.
