WHILE I support the appointment of an enforcement agency to police Wirral's litter problem, I do feel that educating most smokers is vital.

While it cannot be disputed that generations of smokers, I guess, have never thought of a butt as litter and would be amazed to be confronted by an officer wielding an on-the-spot fine.

Sorry, Cllr Mooney, you are wrong - because if the majority of fines are to be for dropping cigarette ends, society does need to educate and make that known loud and clear.

You should not be relying on the Wirral Globe to do that. I am a non-smoker.
