Traffic delays

I WONDER if someone would explain why the pretty Arrowe Park roundabout that was causing no difficulty or delays to the traffic flow was removed and replaced at huge public expense with traffic lights whose only function appear to be to slow the traffic in all directions?

We travel from Heswall into Birkenhead each morning and these traffic lights cause such delays that the traffic at the lights is backed up as far as Thingwall Primary School! A journey which should take 15 or 20 minutes now takes 35 minutes.
