Blue Badge is not a licence for bad parking

I HAVE no objection to the Blue Badge Scheme.
However, I do object to the minority of blue badge holders who seem to think that their blue badge entitles them to park anywhere, anytime and with a total disregard to other road users and pedestrians.
I attach a photograph of one of these inconsiderate holders (yes, I did check that the badge was displayed).
Perhaps the holder will recognise his/her car and may wish to write back to you explaining why he / she thinks such parking is acceptable?
As such parking outside Morrisons in Sandy Lane, West Kirby, and in The Crescent, is by no means exceptional, perhaps Merseyside Police and Wirral Council may also wish to respond with reasons why they consistently fail to do anything about it?
Causing an obstruction to other road users and pedestrians, besides being inconsiderate, is an offence is it not?
