AN MP says he is "amazed" by claims that senior Wirral Council officers hid key information over the precarious financial state of a firm handed a major contract to repair West Kirby's marine lake.

Birkenhead's Frank Field has openly challenged Wirral Council's senior civil servants, asking: "How many more scandals must we have before officers are sacked?"

According to the Audit Commission's Grant Claims and Returns report, Wirral's Technical Services department knew Northwich UK was in "serious financial difficulties" but handed them the £750,000 contract without telling councillors of the concerns.

The company started work but pulled out and subsequently went into liquidation. The contract was completed by another contractor, Jones Bros Civil Engineering, from Ruthin, North Wales.

According to the Grant Claims and Returns report, which was discussed at a meeting of Wirral's audit and risk management committee, council officers received an external credit report in January 2009 that highlighted "significant financial concerns in respect of the original contractor" which stated there was a "very high likelihood of business failure".

The council then completed a tendering exercise to select the original contractor for the works and that contractor was approved by cabinet on February 11, 2009.

But the Audit Commission's report adds: "There was a failure to adequately communicate known concerns about the financial standing of the company awarded the original contract to members and legal officers and the contract was approved by members without this knowledge."

Birkenhead MP Mr Field said: "I'm just amazed that these officers are still in post and would have thought most ratepayers feel the same.

"It's outrageous. How many more scandals must we have before officers are sacked?

"That said, it's good that council leader Phil Davies is investigating what has gone on and I hope it results in an external investigation."

The results of the 2009 credit report were discussed by senior officers in the departments of Technical Services, Finance (Procurement) and Internal Audit, who agreed to continue to recommend the approval of the original contractor to members.

According to the report, Technical Services officers confirmed that there were no minutes taken at the meeting that decided on the selection of the original contractor.

The report says councillors were asked to agree the recommendation to award the contract to the original contractor without being given the details that would have enabled them to make an informed decision.

Section 3.4 of the report states: "The Corporate Procurement Unit have been consulted and are satisfied with the procurement process implemented for this scheme."

It adds: "There is no reference to any legal advice obtained and no reference in the minutes that members sought the assurance of Legal Services.

"The group solicitor was only notified by Technical Services of the concerns on April 3, 2009, nearly two months after the award of the contract and nearly a month after work had started on site."

Deputy chair of the audit and risk management commitee Cllr Darren Dodd said: "Looking at the report, it says that officers in technical services knew there was a very high likelihood of business failure.

"Nowhere in the report does it show that this was highlighted. It was actually hidden from councillors. This is a major concern."

The council's Director of Technical Services, Dave Green, is currently on suspension from the council while it investigates his role in the awarding of a £40 million, five year highways maintenance contract to outsourcing firm Colas.

A separate Audit Commision report released two weeks ago confirms Mr Green met with a representative of Colas to discuss the tender - but did not meet with any of the rival companies shortlisted for the tender process.

That report concluded Mr Green had "probably" broken European Union Treaty rules by meeting with the company representative – and by further then failing to declare an interest when the contract was awarded.

It was the second time in six months the council had been seriously rebuked for failings in its corporate governance.

Last year independent consultant Anna Klonowski found that in Wirral, practices which would be viewed as abnormal in most other local authorities "had become seen as commonplace”.

The Klonowski investigation and report - sparked by whistleblower Martin Morton's allegations into the abuse of vulnerable adults, first reported in the Globe in 2008 - cost council tax payers £250,000.

Despite assertions otherwise from Wirral Council, the Klonowski report has still not been published in full.

A council spokesperson said: "Work is ongoing to implement the recommendations made in the Audit Commission's Grant Claims and Returns Report, as discussed at the Audit and Risk Management Committee on June 14.

"The report raises some familiar themes around governance as other critical reports received by the Council, and work is already underway to address many of the issues, particularly in relation to communications between councillors and council officers."

This is just another reason for the people of Wirral to stand up and make sure that this corrupt and inept Local Authority has it's ability to govern removed by the Government. We need to act now as no-one else seems to do anything about scandal after scandal.

Frank can't have it both ways.He was claiming this is about incompetence but people don't get sacked for being incompetent.
Additional training ,a bit of "supervision" involving a friendly chat and a reprimand scrubbed off your personnel record with indecent haste.

Of course if you're expendable - i.e. challenging or not one of the gang, you're out the door incompetent or not.

These scandals are NOT about incompetence they are about wilful,premeditated misconduct in public office (which is a criminal offence).

You just don't forget to tell Councillors about £750K here,another £600K,oh and £11 million there ,oh another million and a half there and £3.3 million there and £500K (all sums quoted in recent reports).

Shame the Council can't do a Dame Shirley Porter and surcharge the lot of them - it would save the Council Tax payers picking up the tab.

But no - we actually give them money. I despair.

Wirral council seem to be able to do what they want with no sense of morality,cost or common sense. They have awarded contracts to companies that are failing, take out leases for buildings that are expensive and not fit for purpose, have secret meetings with a road maintenance company then award them contracts, Allow the complete and utter failure of DASS and bully and miss manage staff who work for them.

How many other contracts or failures could be exposed.

The have senior officers who are supposed to be qualified people who are highly paid yet appear completely stupid or incompetent. Backed by a legal team and elected officials who fail to take any real action.

Senior staff walk away with great payoffs and pensions after being off sick for months on end.

It couldn't happen in normal business or walks of life.

The amount of OUR money being wasted on investigation after investigation and pay off after pay off and gagging agreement is "Frankly" beyond belief.

We should get 30% of our council tax back instead of wasting it.

Shocking and absolutely disgusting behaviour. I find it equally disturbing that these known facts should of been revealed before the last local elections and trashed as purely rumours and story telling by the current smiling leader of the current council.

Fact is they are all in it together and abnormal is simply accepted.

And still it continues.

Lurching from crisis to crisis. People paid off with public money while services are cut. DASS paying out 30k in compensation due to their mistakes.. with public money. Technical awarding contracts to people that they have a conflict of interest in... There could be a Globe special edition with a catalogue of failures with a souvenir whistle to blow..

Add to this list the £500,000.00 being spent on this art installation to honour the olympics that won't even be tested until the end of August !! What a shocking waste of money ...

Someone should be asking the questions - do these highly paid civil servants know what they are doing with our money ?

It's about time the Council were made to answer the questions we are asking here and being open & transparent in their answers.

All of us who are screaming about the goings on in the Town Hall, I could ask, what is the point? We are not having any effect on the wrong doers. Perhaps if these posts were published in the `local`Wirral Globe as well as the on-line version, we might get some people power on board.
My disappointment with the protestations from The Rt Hon F. Field, is the `that said`about Cllr Phil Davies. So what is The Council Leader able to do? Has he asked for resignations? Has he asked for a Public inquiry? He is the elected representative and therefore the voice of Wirral taxpayers and all residents.
So never mind the `that said` Mr Field, demand that he takes action accordingly.

I think its perhaps a toss up between MPs and Councillors and Wirral Borough Council Senior Management, who is most likely to be found or declared guilty of serious misdemeanour's and actually get sacked, anybody know what the bookies odds would be.

...
Depending on how many bodies they know about they *might* get hassled, bullied, falsely accused of misdemeanors, constructively dismissed, sent off "sick", gagged or simply paid off ...but never, ever sacked.

Exactly what is Mr Frater doing for the huge amount of money he is being paid ?

Anyone know ? Why are we not seeing some results from his investigations ?

How much more scandlous corruption are the Wirral Council tax payers expected to put up with. Frank field is just one Wirral MP were are the rest and what are they doing? Silly question!!!

What is Mr Frater doing? Ugh - silly question!!! What is happening to full publication of the AKA report or is this all just another scandal in the making or is that a bulge in the carpet I see where it has been swept under.

Isn't it amazing how often NOTHING happens when it comes to resolving serious issues within Wirral Council, are there any senior managers or councillors actually capable of resolving these serious matters I fear ther answer is NO and the time has come for commissioners to be brought in to unravel the whole unsavoury mess including arranging the quick unpaid departure of senior managers whose fingerprints are all over these scandals.

WISHFUL THINKING I FEAR!!!!

Accountability in public office seems to be limited to junior employees.
In some NHS hospitals theyre having a regrading exercise which involves getting people to apply for their own jobs, and if they get those jobs, they start a new contract on lower pay. The Royal Liverpool Hospital (so I'm told) employs 500 managers and 172 secretarial staff: but its the latter who are having to apply for regraded posts, not the managers who spend their days having meetings, then returning to their ivory towers and emailing each other about ways of getting more work out of "our people."
Theres a cancer in local government and in public services in general, which can only be rooted out if accountability can be seen to begin where it matters most: right at the top.
What happened to "the buck stops here"? When, and by whom was the decision made to stop it on the ground floor and leave the penthouse unscathed?

You can bet your life that what has been uncovered is only the tip of the iceberg.Recent reports prove total corruption throughout Wirral Council which continues as no one is ever held accountable. Wirral DASS refuse point blank even to accept Formal Complaints. Until there is a body outside the council who will address complaints they continue to get away with it and don't say the Ombudsman as he is a sick joke.

What did you do when Martin Morton and I asked for your help? Nothing.

What advice did you give us at Christmas 2010? Wait for the Conservatives to get in at the next election and get them to sort it out! Both Martin and I have very long memories, so please stop wringing your hands on the sidelines and start getting your hands dirty clearing up this mess.

I can honestly say looking back I did my level best in trying circumstances to expose these scandals. However I faced many of the same obstacles others did with Wirral Council. The truth is the failures were far wider than Wirral Council itself and included failures by the Audit Commission, Care Quality Commission and many other organisations too.

The only way I managed to expose it is because I'd seen something very similar happen on a body funded by Wirral Council and managed to expose it through the relevant bodies there.

The Conservatives lived up to some of their promises, but too were stymied somewhat.

Moving to the other scandals, as to the issue involving the contractor for the West Kirby Marine Lake, I asked questions of the Cabinet Member for Streetscene and Transport Jean Quinn at the time. The Colas issues have been known about for a very long time, but I'd need years to document every "scandal" at Wirral Council....
