CLOSURE SHOCK: BACKLASH BEGINS

COUNCIL plans to close libraries, leisure centres, museums and Pacific Road arts centre - along with scrapping funding to a score of community centres and village halls - have sparked fury across the borough.

The Globe has been inundated with letters, emails and phone calls of protest about the closures, which could begin as early as March.

Wirral Council’s Labour and Liberal Democrat “cabinet” committee last Thursday voted to send the controversial plans out to consultation for six weeks - even though that includes the Christmas and New Year holiday.

That means “interested parties” have until just January 15 to register their objections to what Wirral West Labour MP Stephen Hesford described last week as the “wholesale slaughter” of public services in a stinging letter to Cllr Steve Foulkes, the Labour leader of the council.

The plan - which follows a “strategic asset review” of council buildings - is to close fourteen of Wirral’s 24 libraries, with only the axed Birkenhead and Wallasey Central libraries being given new homes in proposed but as yet unbuilt multi-purpose complexes in those towns.

Woodchurch Leisure Centre, Guinea Gap Recreation Centre and Grange Road West Sports Centre will also be axed.

The council says the closures would save £4.5m a year in maintenance and staffing costs. It wants to build “better but fewer” facilities - costing £20m - to replace some of the closed buildings.

On Friday, Mr Hesford led a delegation of all four Wirral Labour MPs in a meeting with Cllr Foulkes and senior council officers.

Beforehand, he wrote to Cllr Foulkes angrily objecting to the widespread closure plans, saying that what started out as a council review of buildings had turned into “little short of an act of corporate manslaughter”.

Libraries facing closure and no replacement are those in Hoylake, Pensby, Upton, Irby, Bromborough, Higher Bebington, New Ferry, Seacombe, Wallasey Village, Prenton, Ridgeway and Beechwood.

Mr Hesford is now calling on Globe readers and members of the public to show their support for libraries by signing up - for free - to become members.

Meanwhile, hundreds of people have signed up to join an online “Save Wirral Services” group on the social networking website, Facebook.

And other sites set up to support the future of the Pacific Road art venue and oppose the library and leisure centre closures are also gathering momentum.

At the “cabinet” meeting last Thursday evening, attended by over 100 protestors, Cllr Foulkes said he had “sleepless nights” since news of the proposed closures had been revealed.

But he added: “I’d recommend that people read the report and not the press’s interpretation of it. The consultation will begin and I will take on board every comment that is made.”

Twenty council properties including the former Birkenhead town hall in Hamilton Square, Leasowe Recreation Centre and a string of council-funded community centres and village halls across the borough face being transferred to “community management” under the plan - where staff and funding are withdrawn to be replaced with volunteers and fundraisers.

The council has admitted that the drastic changes “will have significant implications for staff affected”, and that many of the buildings - like Birkenhead Library - face being mothballed and in some cases demolished.

After last Thursday’s meeting, Conservative party leader Jeff Green, who along with other protestors was barred from speaking, told the Globe: “If this is how the consultation is going to run, it’s started tonight where the leader of the largest party on the council wasn’t even allowed to speak at a cabinet meeting.

“These people are in a bubble. They are talking to each other but very definitely not to the paying public.”

Why on earth would they want to move all the services out of Birkenhead Library after an expensive roof refurbishment costing hundreds of thousands of pounds? It just doesn't make sense - unless they already had other plans for the building.

The MPs know they have to do something because, unlike Foulkes they will eventually have to face the electorate. Closing libraries and sports centres (and without good cause to boot) isn't exactly a vote winner.

There is a rumour that the Council wants to re-locate Birkenhead Central Library at the Europa Centre.

Surely is anything in Birkenhead needs demolition it is the eyesore Europa Centre, which will be on prime redevelopment when the new ASDA is built!

But then as the Council wants to rush through a sale of irreplaceable riverside land (at a time when property prices are at their lowest) no doubt to a developer chum who will get it for buttons, it is obvious that an appreciation of property and its value is not a strong point of this Council.

Steve FFoulkes recommends the people read, I suggest steve ffoulkes reads what the prople write but having said that don't you sometimes think that the "frontal Lobotomy" that certain councillors appear to have had excludes them from comprehending what the people are saying to them.
"sleepless nights" eh! you carry on the way you are my lad and you will know what sleepless nights really are. You and your cronies couldn't care less as long as you continue to receive the vastly inflated "wages" you pick up every month.So dont give us the sad lamp swinging tosh about sleepless nights

What makes me so damned sick of the way this country is going in general is how all those overpaid idiots cushy enough to be in a position of authority at the very top can keep on preaching from their ivory towers and coming up with all sorts of frankly ludicrous, crackpot suggestions and legislations that only serve to contradict everything they are supposed to be representing. How is it that they are allowed to get away with this time and time again? First we have 11 years of possibly the most clueless government in history continuing to further denigrate this country and everything it's supposed to stand for, and now, not far behind we have local authorities who too show us how out of touch with reality they are by coming up with ideas like this in the name of 'efficiency' and 'embracing the modern world'. No, I'm sorry, but it's time people like this (Foulkes and his cronies) were dragged out of their luxury offices and given a taste of the hard life because it simply won't wash. Removing over a dozen libraries just because the council aren't bothered to maintain them is just scandalous.

All this and we still haven't forgotten about that pathetic sculpture monstrosity that they wasted so much money on PROPOSING to install on the A41 - let alone erect! What planet are these idiots on, seriously? And why must we keep lining their pockets if they cannot do their jobs properly.

i can only but hope that this like alot of other things isn't a done deal!! or something to send us all side ways when really they are only proposing to close half but make it look worse then say oh alright then you can keep this and that so we all think that we've got one up on these turnips with there big fat salaries!! just all attend the meetings and lobby support to keep them open.!

I live in Liverpool but work in Wallasey, and have seriously thought of moving to the Wirral to live. But given what the Council are doing I'll stay put and commute. There is only one thing these people care about and that's their election. If your councillor has supported these cuts, DO NOT vote for them it's that simple!!!!

Why should tax payers have to pay more to keep these services open? Why should we pay to cover for the incompetence of the council?

I WOULD URGE ALL READERS TO LOOK AT THE CORPORATE PLAN 2008 - 2011 FOR WIRRAL COUNCIL. IT CAN BE FOUND ON THE WIRRAL COUNCIL WEBSITE.

IN THEIR CORPORATE PLAN, THE COUNCIL STATES THAT THERE HAS BEEN AN INCREASE OF 65%, WITH REGARDS TO USE OF OUR COUNCIL RUN SWIMMING POOLS, SINCE THEY INTRODUCED FREE SWIMMING.

AND THAT SOME POOLS HAVE SEEN INCREASES OF 400%, SINCE FREE SWIMMING WAS GIVEN TO THE ELDERLY.

AND YET, AT THE CABINET MEETING HELD AT WIRRAL TOWN HALL, ON THE 27TH OF NOVEMBER 2008, WE WERE TOLD BY COUNCILLORS THAT LESS PEOPLE ARE USING OUR SWIMMING POOLS.

OBVIOUSLY, EITHER THEY ARE LYING TO US, OR THEY DON'T KNOW THEIR OWN STATISTICS.

THE CORPORATE PLAN GOES ON TO SAY THAT THE FREE SWIMMING WILL CONTINUE AT ALL SIX COUNCIL RUN SWIMMING POOLS.

HOW CAN THE COUNCIL BE SO BADLY RUN FINANCIALLY, THAT THEY FIND IT IMPOSSIBLE TO MEET THEIR OWN OBJECTIVES SET OUT IN THEIR 2008/2011 CORPORATE PLAN.

THE COUNCIL ALSO STATES IN IT'S CORPORATE PLAN THAT ACCESS TO CULTURAL AND LEISURE SERVICES HAS AN IMPORTANT ROLE TO PLAY IN ADDRESSING A RANGE OF PROBLEMS ASSOCIATED WITH DEPRIVATION, IN PARTICULAR "HEALTH DEPRIVATION".

PERHAPS, WIRRAL COUNCIL NEEDS TO BE REMINDED THAT LIBRARIES, LEISURE CENTRES AND COMMUNITY CENTRES ARE WHAT YOU MIGHT CALL "CULTURAL AND LEISURE SERVICES".

WE MUST ALSO ASK, HOW LONG WILL BUILDINGS STAND EMPTY ON WIRRAL, ONCE THEY HAVE BEEN EMPTIED OF THEIR OCCUPANTS? THE COUNCIL HAS ADMITTED THAT IT WILL BE SPENDING £800,OOO ON DEMOLITION OF BUILDINGS AND £850,000 ON MOTHBALLING OF BUILDINGS. THIS SEEMS TO BE A LOT OF MONEY TO ME!

THE COUNCIL ALSO ADMITS THAT THERE WILL BE OTHER DECOMMISSIONING COSTS THAT CANNOT AS YET BE QUANTIFIED.

THE STRATEGIC ASSET REVIEW PAPER CAN BE FOUND ON THE COUNCIL WEBSITE, IT CONTAINS EXTENSIVE PLANS AND INFORMATION, SUCH AS COSTS AND SAVINGS, WHICH BUILDINGS ARE TO BE SAVED AND WHICH ARE TO BE SOLD OFF, ETC. IT PROVIDES VERY INTERESTING READING.

PLEASE READ IT AND THE CORPORATE PLAN 2008/2011!!!!!!

IF YOU ARE CONCERNED ABOUT THE FUTURE OF WIRRAL CULTURAL AND LEISURE SERVICES, MAKE SURE YOU GO ALONG TO THE MEETING AT THE TOWN HALL, WEDNESDAY 10TH DECEMBER AT 6.15 (GET THERE EARLY THOUGH).

MAKE OUR COUNCILLORS ACCOUNTABLE FOR THE DECISIONS THEY MAKE, WHICH WILL AFFECT OUR FUTURES.

IF THESE CHANGES GO THROUGH AND THEY ALL GO WRONG, THEN IT IS US AND OUR CHILDREN WHO WILL SUFFER.

I understand that the council has to save cash and that some smaller libraries could possibly be closed without too much hardship to their users. However, one library in particular stands out as a busy and well used facility, yet is still destined for closure; Bromborough Library loaned out 7720 books during November 2008, yet St. James Library (not on the council 'hit-list') only managed to loan out 2541 books during the same period of time. Could this possibly have anything at all to do with the fact that St. James Library is in the ward of Steve Foulkes?

Can I encourage as many Wirral residents as possible to attend the "call up" meeting at Wallasey town hall on Wednesday 10th December at 6.00pm. We need to show the MBW regime that their proposals for the highlighted, devastating cuts in services are un-democratic and not wanted by a large majority of the electorate. Lets make this the biggest ever protest by the people of Wirral that MBW has ever seen......its your last possible chance to save our vital services.

I would like to know why we need 66 councillors paid £9000 each an travellin expenses to go with it am sure if they got rid of most of them that would save over half a million pounds in wasted money they seem to line their own pockets at the expense of tax payers who want an need these librarys swimming pools etc etc. Wonder if the council would be so worried if we all stopped paying our council tax after all if we dont have the facilities then why the hell should we pay for them??

We already pay far to much council tax as it is. We don't get value for money. If the closures go ahead I would like to know what the council tax is for. A new local board is needed because as far as I can see labour,tory and lib-dems are all to similar to change anything for the better and actually serve the community.

I am disgusted at the behaviour of the council. These people were elected to represent us. They are selling us down the river and their excusses are an insult to our inteligance.
We must have the right to vote them out and show them we are not fools. Birkenhead was once a great place lets get these vermin out and vote in people who care.

It was good to read in the Wirral Globe that there is going to be some area forums for members of the public to air their points of view. In fact, the Floral Pavilion will be the venue on January 8th for the people of Leasowe, Moreton, Saughall Massie, New Brighton, Wallasey, Liscard and Seacombe to come and discuss the package. Incidentally, don't be fooled into thinking that the public will be able to sit in the theatre part, the meeting will be held in the conference room which only holds 300 people. I work this equates to less than 43 people from each area that I have mentioned above. I don't think this gives the people much chance at all to voice their concerns.Look in the local press and read what the people think and don't forgot election time as the public won't. Don't take us for fools.

I can not believe The Labour and Lib-Dem councillors who have come together for the whole sale rape of Wirral’s public buildings and services which this is. I think its time for us voters to recycle our Labour and Lib-Dem councillors then may be they will listen to what we want. The only way to have are say and show what the people of Wirral want is now at the area forms they are the early part of January, with large number of people at each of the four area form meeting showing the councillors there will be a no vote in them at the next local elections may be they will think again.
So I call on all voters to go to the area form meeting with a poster just saying (ward name) will not be voting of (councillor name who is up for re-election) if there are large numbers from each ward with these posters they get the message.

NOT before they tell us what has happened to the billionms of pounds worth of savings they ahve PREVIOUSLY made, from the very first days of WBC all we have ever heard is of sackings, and closing of public toilets, and selling off of "sports" grounds, and closing of this that and the other, ALL in the cause of "saving money". It appears that every penny they save requires six to be spent if theior constant clamouring for more money is to be believed.

I also ask just how much of the money in Icelandic banks would have found it's way back had the so called "finance crisis" not exposed them, and how much has already been there and dissapeared BEFORE the latest batch was uncovered?

How much more is hidden in OTHER countries banks, whilst your libraries and swimming pools are being decimmated?

THEN we may be getting to the roots of what is happening to all these "savings".

The "are you prepared to pay more council tax to save services" question rather misses the point! Wirral residents shouldn't have to lose any leisure amenities or have to pay more council tax. If the government can find £billions to bailout Northern Rock and Bradford and Bingley they can easily find a fraction of that to bail out the people of Wirral. This would of course require Wirral council to make an approach to central government but I doubt whether there is the political will to do that. Neither New Labour, Lib dems or Tories (and certainly not BNP) have any solutions for the people of Wirral. What is required is a new mass party to represent the interests of ordinary people
