A secret report into the sale of land owned by Tranmere Rovers is to be revealed to the public.

A judge has ruled there is “a significant public interest” in seeing the document, which relates to Ingleborough Road memorial field.

Planning permission was given in 2012 to build new homes on the field, which was sold to Rovers by Wirral Council in the 1990s.

Consent to build on the land was controversial as Ingleborough is a dedicated memorial to 88 former pupils of Birkenhead Institute who lost their lives in World War One.

A key report from outside consultants was commissioned by the authority and seen by councillors on the planning committee.

But its contents were never made available to the public - and Old Boys of Birkenhead Institute have been campaigning for it to be released.

They say Wirral Council “has done everything in its power” to prevent them seeing the document.

But at a special tribunal hearing, the local authority was told it must now hand it over.

A spokesman for Birkenhead Institute Old Boys said: “Release of the report - which we have been fighting to see for 16 months - will throw helpful light on the issue and reveal just how much the club intended to pocket from the sale of this land.

“It is regrettable that council officers have found it necessary to work so hard to prevent the report becoming public, until now.

“When we have sight of it, we will consider our options and take advice on further possible action.”

The council said it will of course comply with all legal requirements and details of how and when the report will be published are being finalised.

Tranmere has recently applied to set up football pitches and training facilities on the Solar Campus site in Leasowe.

The application is likely to come before the town hall's planning committee in April.

The council like to be in control and are not willing to work with the people who pay them. They would rather hide facts, lie and deceive us. They have done it for years and will carry on doing the same. They have not changed nor will they change until WE do something about it. Firstly at election time.

Why should we tolerate such behaviour from these people who appear to demand respect but give none back!

I rather think it will take a long time before the report is published,if it ever does. This council certainly knows how to take their time and make excuses as to why things take so long.Wonder how many years this will go on for.

I have recently been following Cllr Ian Lewis’ blogs regarding Fernbank Farm and I am impressed by his tenacity – no offence to Paul or John brace or Hobro or any of the other wonderful people who comment on this site.

I do, however, have some concerns about Mr Woodley’s complaints to the Council about officer’s behaviours regarding Fernbank Farm. I have to say to Cllr Lewis and Mr Woodley that you won’t win. The officers are all in league – they support each other – you will get nowhere even if you go to Stage 3 and then onto the Ombudsman – you won’t win.

The Officers all support each other – they lie during Stages 1, 2 and 3 and then lie again to the Ombudsman. They are allowed to make unsubstantiated statements to the Ombudsman which go without question or proof.

In other words once you are stitched up by WBC you are thoroughly stitched up – the whole system stinks.

Once again I must endorse what you say regarding complaints, not via my own experience , but via that reported to me re a complainant who felt left out when the sister -in-law of the head of Invest wirral was appointed without a proper selection procedure.

It wa sa long-winded struggle for the complAINANNT THAT ENDED IN A CUL-DE-SAC.

MP for Birkenhead seems to have his eyes closed on all that is happening in the Town Hall. Why is this underhanded practice allowed to continue? Inquiry after inquiry does not seem to have achieved anything.
Labour MP`S seemingly endorsing their Labour Council`s actions no matter how bad that appears to be.
Please can we now all get together to rid our Borough of this mob by voting them OUT at the next election, including MP`s.

The MP for Birkenhead is not saying anything because it suits him to have everything coming to Birkenhead.

The Wirral youth hub is being sited there, with the young people being expected to travel there to use the facilities. How long do you think the local youth clubs will be kept open by the council. The Beechwood are already up in arms regarding a youth worker being re-sited to the North End !!

The Wirral Chamber of Commerce is also one worth looking out for, with their recent announcement of the asset transfer of the Pacific Road Theatre, which includes future financial support from WBC. Of course there are quite a few WBC employees on the board at the Chamber of Commerce. Need I say more !!

Once again Growl Tiger you are correct in what you say.

I also commend Councillor Lewis, who has already said far more than any of our Councillors in Woodchurch have said about all these shady dealings, and we have had this going on for years with regards Tranmere / Ingleborough / Woodchurch / WBC and I am going back to a time when a certain Mr Stennard was pulling the strings !!

So now it seems Woodchurch is to be abandoned in favour of Leasowe, which will probably lead to the closure of our Leisure Centre.

I know that there is written evidence of meetings held with WBC officials and Community groups going back many years which would prove very interesting should anyone care to properly investigate what has been going on, and obviously continuing.

"Stitched up" the residents of Woodchurch AGAIN !!!

John Brace’s latest blog (also on Cllr Lewis’ blog site) would be an absolute hoot if it wasn’t so close to the truth– he should be writing for television. I always thought WBC based their policies on old “Yes Minister” scripts so perhaps at some time in the future JB could provide us with a WBC version of Humphrey Appleby’s shenanigans.
