Senior Wirral councillor demands answers over alleged smear conspiracy tape

Wirral Globe: Tory group leader Cllr Jeff Green Tory group leader Cllr Jeff Green

COUNCIL chiefs are taking legal advice before answering questions about a mystery tape recording alleged to contain a conspiracy to smear the leader of Wirral Tory group.

The council’s chief executive, Graham Burgess, pledged to carry out an independent investigation if the tape - on which a senior councillor is also alleged to use unacceptable language about a top town hall official - is handed in.

Tory leader Cllr Jeff Green caused eyebrows to be raised last night when he quizzed the leader of the council, Cllr Phil Davies, during a question time session.

As the full council met for the final time this year, Cllr Green said: “The leader refers to his success in changing the council’s culture.

“Is he aware of a tape recording, produced as recently as August this year, in which it is alleged that a senior member of his administration can be heard using language about a senior officer that is totally unacceptable - and encouraging former council employees to smear me to take the pressure off his own colleagues and gain political advantage?

“If he is aware, what action has he taken?

“And what does this do for his assertion that the culture is changing in his group?”

Councillor Davies replied: “I need to take some legal advice on what, I believe, are unsubstantiated rumours.

“I will take this advice and write to him.”

After the meeting, Mr Burgess told the Globe he could not comment on unsubstantiated rumours.

He said: “I have not heard any tape.

"I would actually call on Cllr Green - or anybody else - if they have a tape which they think is worthy of investigating to give it to me.

“I assure them there will be an independent investigation into any tape - if it exists.”

Why does Phil Davies find the need to respond by saying he needs to take 'legal advice on this' (Whether he can answer the question).
It's simple, time and time again we have been told our Council, its councillors and employees WILL be transparent. I would have far more respect for this shower had the response been a combination of any of these "I've heard about it, we are looking into it, we will infrom you and the electorate of what we knew, when we knew, what we think of it and what we are/have done about it IF it is true".
We're this lot football club managers they would be on the edge with the proverbial vote of confidence statement before being fired shortly after.
This just continues to show utter disdain and contempt for Wirral Council Tax payers. ITS SIMPLE - NO MORE EXCUSES - WE EXPECT THE TRUTH, THE WHOLE TRUTH & NOTHING BUT THE TRUTH without it having to be dragged out of you!

The kids are squabbling again! He said that I said!!

If there is a tape (rather antiquated) then it should be produced and even investigated.

The fact is that most of us think that you are ALL bloody useless.

This is another prime example of how ridiculous this council has become.

Labour is full of cheats, liars and bullies.Would not know the truth if it slapped them in the face or unless Grahame Burgess says so as he is Phil Davies best buddy .

Conservatives have proved that they are all words and no action.

Liberals are just aging hippies.

If there is a tape put in on Youtube so that we can all listen to it.

If there is no tape shut up.

Will this be another expensive pointless investigation!!!

It needs putting on the internet and airing publicly first, then the damage limitation can start AFTER THE EVENT, rather than placing the tape into the hands of characters who've proved time and again they can't be trusted.

A "pledge" to investigate independently cannot be achieved on Wirral, because there is NO EXTERNAL INVESTIGATIONS POLICY. Where the abnormal is still the norm, such things are done without public oversight and on a "nod and a wink".

Sometimes it's not just hard cash handed across. When the stakes are high, well-paid jobs are sometimes offered in return for the right result. See the 4 week delay "independent" investigations, where the whistleblower was not even approached for his opinion.

I am beginning to find the headlines in the Globe somewhat confusing. I read “Mad Hatter and Friends Greet Visitors to Heswall Centre Grotto” and was convinced it must be about the Council, particularly as the article went on to say “Santa’s elves made sure there were presents wrapped for the children”.

Whatever next, Phil Davies protesting his innocence, only after he thought he needed legal advice. Not possible.
Is it possible that Slimy Steve has blurted out some unpalatable remarks, no of course not. he would never do that.
It never happened, there is no case to answer, step up that industrial sized delivery of the thickest whitewash you can muster.
If it does not snow we can paint the whole peninsular a beautiful shade of ivory for everyone to enjoy. We even have 88 thousand brown bins to transport the paint about. Welcome to transparent Council Business as usual.

Mmm, interesting though eh? It has long been known that one particular senior officer at the Wallasey Complex will not be on the Labour Groups Christmas card list. A couple of years ago, celebrations had only just began when the news of a resignation had leaked out only for Wilkie to "talk sense" into the said officer and the resignation was quickly withdrawn. Maybe there is a connection between this and the recent generous pay off for "hurt feelings" via a compromise.

Why is anyone surprised?
A `leopard/`spots/chan
ging` spring to mind.
What example has the Labour leader of WBC, Cllr Phil Davies, ever given to the taxpayers of Wirral that transparency and openness is `the practice` on his watch? NONE. Anyone who watched the Video of the Improvement Board meeting, witnessed how he left the room as a mark of disrespect when Martin Morton was giving his speech. Cllr Davies`s body language gave us all an inkling of his LACK OF `openness and transparency`.
We have to SEE to BELIEVE and with a Labour Party majority in Council, we never will.
Vote them out, out, out.

s not in overall control of the Council, his predecessor SF is running the `show. What a show....if the truth comes out before the next Mayoralty they might need a replacement!

OMIGOD not another "independent investigation".

A biased one would achieve more starting clearly from the premise that no-one can be trusted, which must be Cllr Davies' premise since he needs must always invoke an "independent investigation".

We have come to a situation where the Council cannot be sure of its own officers to produce a fair investigation for goodness sake!!

Is legal advice spending £400-£600 on advice from independent lawyers or is it Surjit Tour and his team ever making matters more arcane. Local government appears to be people wading through a mire of confusion created by the lawyers themselves , by and for the lawyers.

Each FOI costs hundreds even thousands so we get mute answers. Humans expecially lawyers are so adept at tying themselves into knots that it is amazing we can manage to put our legs into trousers in the morning

Just listen to the tape and if the allegation is true then formal proceedings must take place which would mean the said officer being suspended from duty for improper conduct towards a fellow officer(gross misconduct) if they follow their guide lines and rules or alternatively just give Mr Green a behind the door back hander for hurt feelings as that is the way the council elite manage things now.

It was actually a senior councillor (presumably Labour / Torylite) making "inappropriate comments" (a euphemism no doubt) about a senior officer, hence the traditional lurch to defensiveness in the extreme.

Green's feelings aren't hurt. How can they be? He doesn't have any. It's political mileage that he craves.

Whoever has this tape should get it OUT THERE before Christmas... for maximum impact. Failing that, a week before the next election - to give us a chance of dumping a few deadbeats, making life easier for vulnerable people and clawing back some public money.

They may be the snouts in the trough, but we are the piggy in the middle who funds this circus.
