MORETON Day Centre has been earmarked for closure by council bosses.

The announcement, which was made this morning to service users and their families, comes after a massive campaign to save the borough’s three adult day centres.

The centres were under threat as Wirral Council said one needed to close in order to help save £109m over the next three years.

Now Graham Hodkinson, director of adult social care, has named Moreton as being the “preferred option” to face the axe.

A three-month consultation will now take place with service users and their carers until June 5.

Mr Hodkinson will tell those at Heswall and Eastham centres of the decision later today.

He said: “We know how passionately people feel about their centres, but we have no option but to look at closing one of them.

“Wirral must save £109 million over the next three years. A large proportion of the Council’s budget is spent on social care, particularly for adults. Compared to similar authorities, Wirral’s costs relating to day services are in the top 20%, and our costs per person are in the top 10%. We have to deliver these services more cost effectively.

“The recommendation to close Moreton has been made primarily due to the size and design of the service, and also because it is furtherest away from our desired vision of delivering services for people with disabilities in much smaller settings rather than large day centres.

“The consultation on our preferred option will now continue until June 5. My colleagues and I will continue to meet service users, their carers and staff to get their views, and additionally, will be holding personal reviews aimed at looking at the impacts on staff and individual service users and their families. As part of this we will be presenting alternatives for day services to meet the needs of those potentially affected.

“The findings of this consultation will be reported to cabinet in early June. No closure will take place before this date. 

“I would like to emphasise our concern for the welfare and wellbeing of everyone who uses our services, their families and our own staff, who we know take great pride in their work and need our support.

“We will be working with individual people who use day services to ensure that anyone who needs a service receives it.”

I always thought that services should be designed about what people want rather than the vision of the council for small services.

If the service is very expensive then why not try to deliver it more cost effectively. The issue that the council deliver services at a vastly inflated rate compared to the 3rd sector should reflect in cost cutting rather than closing if people want to go there and other alternatives have been rejected.

Often those who use a service are the experts.

The access for tranport providers at Eastham and in particular, Heswall is abysmal. Bearing in mind that there are between 8 and 10 accessible vehicles each morning and afternoon arriving and departing, dispersing Moreton users to these 2 sites will increase that traffic. It is already tricky, to say the least, for the drivers where as Moreton presents no particular access problem. So Mr Burgess, please bear this in mind. Not only access but as Moreton is central to Wirral users, transport costs will also increase due to the additional distances involved never mind the users spending even more time sat on buses. However the main tragedy is splitting up all the friendships and relationships that our users have developed over the years, which in some instances is the only external contact users have with the world outside. Please Mr Burgess, re-think your strategy before peoples lives are turned upside down and even destroyed

I couldn't agree more with djrimmer, its just a pity the council, and in particular Mr Graham Hodkinson havn't thought this through. There is no reason whatsoever to close moreton, i'm sure the council accountants could do their job properly and either find a way to run it more efficiently or close a golf course or two and use that money! It is not the service users who have got the council into their current financial mess so why should they be the ones who have to pay for it!!

You're joking, I assume! I can't remember when this Council did anything to do with accounting properly.

This decision is entirely in line with what the last several years have shown to be this Council's TRUE feelings about adult social care despite any rhetoric or comforting words their spin doctors may conjure up for them.

this is the most scum bag Councillors and council officers i have ever had heard of, what we are talking about is the most vulnerable members of our community having their lifestyles completely removed by totally incompetent people who blame anybody everybody but not themselves.
The CEO of WBC and later Cllr Stuart Kelly has commented on mismanagement what we need to find out by who, when and how much has it cost. Are these officers still there should be disciplined (sacked and no pay out), if left any redundancy packages should clawed back. Councillors whose portfolio is part of this mismanagement should be removed from office. Cllr Kelly blames both labour and coservatives which i totally agree but Cllr Kelly it was your party that propped up these groups with you being in the cabinet and if you knew then as you know now why did you not stop or report it. maybe your expenses compensated for your duty of care. Bet no Councillor will meet the groups or the carers whose life has turned upside down. Once again shame on you all

what i would like to know how much is all this consultation process costing? wouldn't surprise me more than keeping the day centre open. Jobs for the boys hey.

I cant believe that this day centre is to close..... the service users look devastated on the news...... the council should look at other ways of saving money...... too many councillors for a start. Why so many to do so little? Lesley rennie, councillor for Wallasey, never shows her face and lives in Bebington.... all of these councillors are on the Council gravy train and their snouts are deep in the trough! Why should the most vulnerable people in society lose out because of these cuts? There must be other ways....

These 'smaller venues' do not exist at the moment. The Personal budget scheme was meant to stimulate a market so people could chose from new services- it hasn't happened. So what you will have is service users + a 1-1 carer traipsing round aimlessly. No base, nowhere to go when its freezing or pouring down without paying- which the service user will have to do for them and the carer if carers don't go free. You can only go to the museum so many times. Also read an article where the council are saying the personal budget is on overspend for LD because packages are costing more than has been assessed through the allocation assessment. Things could get worse yet I'm afraid.
