Wirral is in the firing line of a broadside from Local Government Secretary Eric Pickles over the millions of pounds of taxpayers’ money town halls spend on “unnecessary translation services.”

Mr Pickles ridiculed the amounts spent on translation services in the UK and bemoaned a culture that could spend £600 on translating a glossy magazine into Urdu for a single complainant.

Wirral, with an immigrant population of less than three per cent, has spent almost £68,500 in three years translating documents and other material into different languages, including Polish, Chinese, Gaelic, Somali, Arabic and Urdu.

Council leader Phil Davies accused Mr Pickles of arrogance in suggesting that the translation service was not needed.

He said: “It would be a retrograde step to stop doing this - we would rightly get complaints from these communities.

“We may not have as large a multi-cultural population as places like Liverpool, but we have a growing population of Bangladeshis and a big population of Polish people.

For them and others we need to provide important information in the key languages they understand.”

Councillor Davies said he completely disagreed with Mr Pickles’ sentiments. “It shows how out of touch he is with local government,” he commented.

A Wirral Council statement said the local authority occasionally made use of translation and interpretation services for “a wide range of circumstances,” including translation of documents and business materials for use when securing investment from abroad, converting documents to make them suitable for people with learning difficulties or those for whom English was not their first languages.

Council tax information was also provided in Braille.

The statement concluded: “Between 2008 and 2011 Wirral Council spent £68,434 on services such as these which help the local authority to fulfil its statutory obligations under the Equality Act 2010.”

Mr Pickles heavily criticised what he sees as a money-frittering reluctance to simply provide documents in plain English, which would “promote cohesion and better community relations.”

And he claimed it will help councils make sensible savings “at a time when every bit of the public sector needs to do its bit to pay off the deficit left by the last administration.”

He added: “Stopping the automatic use of translation and interpretation services into foreign languages will provide further incentive for all migrant communities to learn English, which is the basis for an individual's ability to progress in British society.”

Mr Pickles insisted that councils must adhere to equality directives, but emphasised that they were not compelled to translate documents into foreign languages.

He said those unable to speak English could instead refer to "easy-read versions of documents and using pictures instead of translation" and added that his department would be "practising what we preach" with English-only leaflets as part of a "Fire Kills" safety education campaign.

Chrissie Maher, founder of Plain English Campaign said: 'If all the documents in question were produced to our plain-English standards in the first place, this might not be such an issue.

"Yes, we need to promote our language, culture and integration, but if we can't expect someone with English as their first language to understand a document, we should not expect those with English as a second and third language to be able to understand it either.'

"We need easy-to-understand English documents as the foundation for all information in the public domain."

There are a few languages in council business not translated, They are
Jibberish,Gobbledygo
ok-usually found in expensive reports and consultation documents.
Management speak-mainly used by officers to confuse others because they don't know what they are talking about.
Obscene and profane generally used in council meetings by councillors.

I feel it is important Wirral Council, like every other local authority in the country, complies with the law. This includes provision of translation services for those with difficulties understanding or accessing council documents, especially for people who are blind or others with certain kinds of physical disability.

However, let’s get this right so there’s no misunderstanding: Did Wirral Council at some point in the recent past actually spend “£600 on translating a glossy magazine into Urdu for a single complainant.”? Yes/no or was Secretary of State Eric Pickles actually quoted out of context talking more generally about another local authority altogether? Simple question.

In terms of providing “translation services” by the council. Surely it is advisable some degree of commonsense and proportionality is in operation here to ensure resources are not wasted ....... one could say ...... lost in translation!

When I lived in Germany as a soldier, we had to do it THEIR way and with THEIR laws. When on holiday in France I had to do it THEIR way and with THEIR laws. There is no excuse at all for wasting £20m a year on translation documents and council forms to a million other languages. If a person wants to live her WE DO IT OUR WAY.

Councillor Davies said he completely disagreed with Mr Pickles’ sentiments. “It shows how out of touch he is with local government,” he commented. Mr Davies so are you well with reality anyway.

If they come to our country then it is essential that the learn English to enable them to integrate with OUR society Not so we integrate with theirs.

Once again Posturing Phil Davies, demonstrates his complete lack of understanding what the bulk of the Wirral Population want.

Its quite simple, We want Honesty, Truth, Open, Clear, Conversation and above all Dealings, from Wirral Council.

We want true democratic Local Government that accurately reflects what the majority of the population requires and has a right to.

We are sick to the back teeth of Misinformation, Poor Management, Deceit, Secret behind closed doors deals, Poor Accounting and a total lack of proper Accountability from Councilors, Mayors, Senior Executives, Senior Managers, and Employees of Wirral Borough Council, together with the disgraceful Complicity, Underhanded compliance aiding and abetting of Cruel, and Disgusting exhibitions protecting individuals who should be exposed and punished for the wrongs they have committed.
Plus the enormous time, energy and cost, spent on white washing actions that should have no part in running a Local Government Organisation.

Most of these communities have a focal point( as in the recent Bangladeshi independance celebrations)should it not be in order for them to furnish information and leaflets to help their fellow countrymen intergrate, as red devil stated earlier if you visit other countries then you have to understand and abide by their rules,try explaining to a gendarm or a member of the polizei that you dont understand the rules of the road or why you have'nt had your rail ticket stamped (the same as fare dodging),blank expressions upturned palms of the hands or silly grins will get you absolutely nowhere, quite rightly so they expect you to have some knowledge to enable you to function in their countries to an exceptable standard,and that is your responsibility.

I have no problem with translation services, but have to question £600 for one magazine translation. Surely all articles and brochures could just be done on plain A4 paper with the relevant language or an internet link to babel fish which can give a translation?

and be careful mentioning ethnicity here folks as Tautology might pop up spouting his usual 'Asians are taking over'
