UPDATED: More than 4,500 Wirral residents caught up in Government's 'bedroom tax' changes

Works and pensions minister Iain Duncan Smith Works and pensions minister Iain Duncan Smith

More than 4,500 Wirral households are likely to be affected by controversial changes to housing benefit as part of the Government’s Welfare Reform Act.

The changes, which come into force in April, will mean people of working age who live in social housing deemed to be bigger than they need, will see their housing benefit reduced.

Residents likely to be affected by the national shake-up - spearheaded by works and pensions minister Iain Duncan Smith have already been sent a letter by the council explaining what this will mean to them.

The letters told residents about information the council currently held concerning their household and property and how their benefit was likely to be affected.

But Wirral Council leader Cllr Phil Davies said he is hoping the Government will re-think the controversial reforms and go back to the drawing board.

He said: “I think it’s a horrendous tax and it’s one of the worst pieces of legislation I have ever seen from any government. I worry that it’s going to hit the most vulnerable the hardest, lead to more evictions and therefore increase levels of homelessness.

“This is something that the Government need to re-think urgently.

“Here in Wirral, there is information available on the tax and who is affected via their social landlords and one-stop shops. But this is a Government policy so we are doing all we can to help out those affected with advice and support.”

Residents have been told what options they might want to consider to offset the effects of any reduction in benefit.

In some cases Wirral Council may be able to assist households with specific problems.

If you have one extra bedroom the amount of rent used to calculate your housing benefit will be reduced by 14%.

If you have two or more extra bedrooms, the amount of rent used to calculate your benefit will be reduced by 25%.

The Government says the idea behind the measure is to try to ensure social housing better meets the needs of residents.

If residents have not already contacted the local authority to seek advice on what the changes will mean for them, they are urged to do so at the earliest opportunity as the changes will take effect very shortly from April 2013.

More details can be found on the council website: http://www.wirral.gov.uk/my-services/advice-and-benefits/benefits/housing-and-council-tax-benefits/welfare-and-benefit-reforms-latest-updates

The change does not affect pensioners.

This could be the second "poll tax". I hope it sees this government brought down and consigned to history.

Oh.... and I suppose the abusive local council are committed to 'supporting' the people affected are they?

A double whammy.

On top of this the council are now increasing their fairer charging from April. It is going up from 75% to 100%
The vulnerable and the elderly are being told they have to pay for the bankers mistakes and this councils mistakes yet again, these people will have hardly any money left for themselves when the council do this.

it seems very unfair as there as so few one bedroom flats/houses to rent from w/p/h or the housing trusts ,maybe it shows a lack of understanding as to peoples housing needs there are a lot of single people but most house building is of family homes and very little for single people, the bedroom tax may or may not be unfair but it is unfair if there is no where else to rent, more single person dwellings would free up many more larger family homes, could this not have been planned for, and some flats, small houses could, have be built , the are many single people living in three bed house maybe that is wrong but when there is nowhere to move to why should they lose money from benefits you should only be charged if you are offerd suitable accomidation and turn it down

Yes there are many single people or couples under-occupying larger properties, this means that families like mine with children of different sexes must be overcrowded in smaller properties, I must point out too, this bedroom tax does not effect those with a private landlord or those that pay full rent this affects those that are claiming benefits while under occupying, bloodtub, I agree on the point there aren't enough single bedroom properties to rent, but why should families have to suffer over crowding because of people wanting larger properties, single people in two bed or more properties should be made to move to something smaller.

Why should the queen and all the thousands of hanger on lackeys live in palaces with a total of 1,000s of spare rooms, all paid for by us while some of the people indirectly sustaining her starve on the streets? Same point.

if there were more one bedroom flats and houses then there would be no problem the right tenant could be move to the home which suited them and then a family could move into the home vacated ,but there are not enough lets remember w,p,h and the housing assocations use people to fill empty homes they gave to homes to the tenants to get the rent they don't care as long as there propertys are occupied, they have been aware ofthis for along time but will the be building any smaller homes ,the will get there rent what ever happens why don't they pay the bedroom tax until they canmove you to the correct sizehouse for your needs

Well i've worked for 35 years and rented my home until 2 years ago when i became too disabled to work again. I have spent thousands of pounds to improve my home and now all to no avail, because i will now have to move out because i cannot afford this tax. My housing association has informed me it could take a long time to be moved out, but i'll still have to pay this tax. My house has 3 bedrooms and it could now go to a family who can accomodate every room, but may not have worked a day in their lives, but my house suites their needs. Do you still think this is fair.

About a year ago someone wrote to me for help for a relative; They were some distance away, the relative was disabled.
They had been living with their elderly mother, she subsequently died. The Local authority were trying to move him, However he had his own voluntary support network locally which was no lien on the authorities. If he was moved he would then require a lot of financial input and resources from various agencies consequently costing taxpayers.
This is a common scenario which hasn't been properly considered, when this 'tax' was proposed..

A similar scheme to this has been tried before, whereby government tries to match up housing space to family size.

It was in 1917 and was quite popular at the time. It did not work out well for one family from St Petersburg though.

Who'd have thought IDS and the bolsheviks would agree on anything.

People on benefits having to rent privately have had a cap on the benefit paid for their rent since 2008. The same criteria used for LHA is now being applied to the social sector. Why should tenants in the social sector who enjoy security of tenure expect to continue getting preferential treatment?

I like the last line of the article. IE

"The change does not affect pensioners"

Not unless a brand new pensioner, like me happens to have a parent who now falls into the effected category.

Plus a Daughter and grandchild with Son in law who because of redundancy also fall into the same category.

My parents worked all their lives, I have worked from 15 to 65 my Daughter and her husband worked from 16 to nearly 40 and now find themselves redundant.

I think as a family we have paid our dues, only to find that life is pretty yitty then you die.
Thank you Ian Duncam Smith.

The govt and media are lying, over pensioners not being affected by the bedroom tax, of course they will, when universal credit starts, in October.
The DWP have stated that Thousands of new, older claimants - pensioners who are in ‘mixed-age’ couples claiming benefits for the first time under universal credit - will, however, still be hit by the penalty. They will have to wait until both reach pension age to be exempt from the bedroom tax.
DWP has said only existing mixed-age claimants, will be fully protected from having to pay the tax.

Does this affect families that do not work? I've not really looked too deeply into this issue as yet, but it seems totally unfair if families that have never worked, and paid into society, get to reap the benefits of a family home that has been paid for by tax payers. I look out of my window everyday and see the same faces doing nothing, and not being pushed or even forced to work. This is the real problem in this country.

This does indeed look likely to become Cameron's poll tax. One can only hope, especially given that so far the Tories have got away with a whole raft of similar outrages perpetrated against the poor, assisted by the myopic, megalomaniac Liberal Democrat allies who keep them in power.

craigot89 says...

This tax is being used to move people from social to private housing because private landlords will get even richer when more and more tenants from social housing are pushed out of their homes. Take a look in the Wirral newspapers and see how much private housing there is just waiting for new tenants to move in and just imagine what type of people own those properties? That's right Tories. So if you really think this tax is based on fairness please think again. It is to make the rich even richer and the irony is that this policy will cost the tax payer more money because housing benefit payments will increase due to an increase in tenants living in private homes which charge extortionate rates in rent.

Ok Pos, here is a conundrum for you. My Gran has lived in the same council house since the early 1950's. She worked up until she was 75 but was forced to retire. She brought up her family in the house, she paid tens of thousands of pounds in rent over the years and has never caused any problems where she lives. She is now 91, and her husband is dead and her children moved on.

Why should she give up her home of 60 years because it has a couple of spare rooms? Why should she suffer at her age the indignity of giving all her memories away for the sake of a couple of empty rooms? Why should she have to get rid of all her possessions that are her life because they sit in a couple of empty rooms???

She has her pension but needs a little bit of HB to get by. She is being punished because she has a home. WHY???

Dear Sirs,
I received your decision letter dated INSERT DATE and referenced above that imposed an under occupation charge, or bedroom tax of 14% / 25% (delete as appropriate) on my existing award of Housing Benefit.
I consider this unwarranted yet in order to challenge this in the correct way and potentially by way of formal appeal I require further information to be sent to me within 7 days of this letter and the urgency of that is to ensure I have enough time to formulate any such appeal and in full knowledge of the facts of my case within the time allowed; OR in the alternative I request the deadline for any such formal appeal be moved to 21 days after I receive the request information below:
1. A written copy of the Council’s policy and decision-making procedures in relation to referring a socially housed claimant decision to the Rent Officer Service.
2. A full explanation of how the council decided that (INSERT ADDRESS) was determined to be a 3 bed property for the under occupation charge and this to include what involvement if any of my landlord, (INSERT LANDLORD NAME) in this process.
Please state by way of covering letter with the requested information any changed deadline date from above with regard to a formal appeal.

The Liverpool protest on Saturday was hijacked by Liverpool's Labour Councillors, including deputy leader Paul Brant, who'd sweet-talked a couple of families in need of help and targetted by this cruel policy, and got them to address the crowd. These were genuine people, but with not much political awareness.... cruelly hoodwinked.

Because..... these councillors were only there to help themselves. Don't forget, these councillors, like ours, are bending to the will of central government and driving through cuts in the workforce (whilst protecting their own power base) and are busy decimating already threadbare services - whilst compounding the pain by putting up council tax.

Cynically driven, they know an easy opportunity to dupe us when it presents itself. It's also a chance to drag our attention away from their own failings and get us to stupidly rally behind them.

And on the national level, the Labour Party is refusing to give a commitment to repealing this policy - because they don't want to alarm Daily Mail readers in the still prospering home counties - the people they want to climb into bed with if and when they've been elected. The people who despise the working class and the poor members of society, especially those living in the forgotten north of the country.

The Liverpool event was described as a 'non-political' grass roots event - but was anything but. HOW, I ask you can the Bedroom Tax suddenly become non-political? Especially when Labour councillors are hogging the platform and refusing to allow other voices to be heard?

I'd like to predict that if we're not careful, the same thing is likely to happen on 28th March with Wirral Council's cowboy councillors. You've been warned............

There's been comment on here. Some constructive, some sensible, some partisan one side or the other...but that statement is just plain silly, immature and an insult to 6 million jews who knew what nazism REALLY meant. The 400,000 jews shot just in the months of August and September 1942 in occupied Russia suffered a little bit more than a reduction in their benefits.
