Bin fines of up to £100 get go ahead
THE CONTROVERSIAL bins enforcement policy - where people who persistently "contaminate" their waste will be fined up to £100 by the council - moved closer last week.
The Liberal Democrats were celebrating after the council's environment scrutiny committee rejected a call by Conservative councillors to delay the policy.
Councillor Gill Gardiner, cabinet member for the environment, welcomed the fact fines could now be issued. She said: "This policy will only be used as a last resort.
"Households that try their best to recycle, or those who suffer from mild contamination from passers by or neighbours need not worry.
"Recycling participation officers are on hand to offer help and advice and lockable bins can be provided.
"This policy will only affect those households that make no attempt to recycle - those who deliberately and repeatedly fill their grey bin with non-recyclable rubbish, simply using it as another green bin.
"The call centre is getting more and more reports from residents concerned about other households not recycling.
"The vast majority of residents are using the system correctly and are justifiably angry that others are getting away with not doing their bit. The policy targets the small minority of people who are deliberately abusing the system.
"The estimated cost of diverting their recyclable waste to landfill is estimated at around £130,000 per year in Wirral. A price that we shouldn't have to pay."
Councillor Gardiner insisted that on-the-spot fines would not be issued.
"Under no circumstances will fines be issued on the spot, nor will they be issued for first offences, nor mild contamination," she said.
"Rumours that this is a money making venture by the council are completely unfounded."

It had to happen didn't it, I mean to say, the councillors have got to find the money from somewhere to cover the pay (sorry expenses) rise they have just given themselves. All this at the same time they are quite happy to see disabled people thrown out of work (Remploy).Anyone who believes this council has the welfare of it's constituents at heart is very definitely kidding themselves.

I find absolutely disgusting that the council is to fine residents so early.
Many bin collections are yet to be on time, and bins on one Liscard road were not collected for 3 weeks.
Fines should not be considered before Bins are being collected efficiently and unacceptable mistakes are rectified.

Waste isn't just something that you stick in a bin and forget about, it's something that we all need to be concerned about what we use and throw away. I am one of those residents who gets upset when I see grey bins full of any old cr@p and recyling in green bins. The other thing that we all should think about is what we buy - do you really need to put a bunch of bananas in a plastic bag? We should also chose products that come in recyclable (or preferably no) packaging.
The provision of lockable bins gets round one of the issues that the feet-draggers come up with.
Come on people of Wirral stop moaning and make an effort to recycle - we've only got one planet (and if you don't your council tax will go up even more as the Government will charge Wirral loads on Landfill tax!)

peter and Glenn, completely agree with your comments, trust a lib-dem to fall for David Green's spiel about helping the environment - he said the same thing when he raised parking charges and reduced the waiting times. He admitted in his report that it was designed to make money rather than deal with road traffic issues. Why would it be any different now?
It's designed to make the council money, and upgrade the dreadful 2 star assessment it recevied from the audit commission. Well Mr Green, the problem with the internet and other advances is that everyone is getting wise to you and your fellow officials' tricks!

Has to be said that my green bin was emptied as usual today despite it stilll being very windy.
Fair play to the boys on the wagons they do work hard and are up early to do so in all weathers. I for one appreciate that.

Some very good comments and suggestions made on here today, and I agree with many of them.
The workforce themselves do work well, my bin wasn't emptied on time this week but I suspect that was due to the white van parked at top of cul-de-sac making it impassable. This is a regular occurance.
In addition to stickers on the bins stating its contaminated and should be put out the following week with the green bin, they should also carry labels for inconsiderate vehicles parked in their way.
I know they pay their road tax but as a resident of the road they know the day the bins get collected. The culprit does not live at the house at which it is parked, an elderley couple live there and it is not their van.
Parking in the area can be difficult at times but sureley a sticker on his windscreen might make him aware of the problem he's causing.
Many houses which are usually accessible by the bin-wagon have driveways, we in the cul-de-sac do not, why can't this inconsiderate resident park the van in his driveway? (Maybe he is a council worker too, they just don't see logic!)
With all the extra revenue the council will be making on fines, a few stickers wouldn't damage the budget much.
Thankfully, the waste disposal team arived bright and early next morning (a saturday even) to empty the bins in the cul-de-sac, and the van wasn't there! Horaah!
If this problem of accessability to streets continues after they introduce all these penalties, will we be fined for leaving our bin on the street? And what about the people who can't physically get their bin into their gardens due to their gateways being too thin? Are they expected to demolish their garage or garden walls to make it possible?
I dont think the council have thought about all the "[italic]exceptions to the rules[/italic] " on these proposed fines.
Also, [bold]does anyone know if the "due dates" cards are delivered by post or by hand? [/bold] TWICE I have requested they send them out for the grey and green bins to our street (this was at xmas time when the bank hols threw everything out). And twice they never arrived, but if they are delivered by hand the lazy deliverers have not turned the corner of the road to find an additional 6 houses hidden out the way. Or the lame-brain Council dumping the snobs waste & filth from Heswall/Puddington/T

A typical example of pollution in Birkenhead gone un-punished for decades by the ridiculous mouthy Wirral Council and its now "green" credentials
Is a former Engineering company on Price Street, ..at one time the 3 horizontal boring machines that they had there,..were leeking up to 44 gallons of raw oil into the cavens and tunnels below the factory,...it was normal to see a 44 gallon Oil drum used to fill up the said machines
No wonder the ground water is polluted,..or how about Cammel laird shipyard,..that used to dump all its old jigs, fixtures, gauges, and other assorted scrap metal into the docks
No wonder the fish are dying and have ulcers on them from unknown sources

Is a former Engineering company on Price Street, ..at one time the 3 horizontal boring machines that they had there,..were leeking up to 44 gallons of raw oil into the cavens and tunnels below the factory,...it was normal to see a 44 gallon Oil drum used to fill up the said machines
No wonder the ground water is polluted,..or how about Cammel laird shipyard,..that used to dump all its old jigs, fixtures, gauges, and other assorted scrap metal into the docks
No wonder the fish are dying and have ulcers on them from unknown sources
